The main difference between electricity and data connections as a utility will be the per device fee, on top of tiered plans, possibly locally priced to compensate for equipment and distribution costs. LTE is an excellent option for high-speed cellular, but it still is likely to be closely tethered to the legacy GSM or CDMA phone networks. Granted, I currently have AT&T DSL service that is "headless" (requires no phone service), but that was a large transition for AT&T.
